Towing Issues: HOA had Car Towed In WI, tow truck driver, crash site

Here's my situation...I hope you can give me some help. I live in La Crosse, WI.
My car was parked on My property. I own my home, not rent. The car had expired plates on it because I was planning on selling it. I had the car sitting with a "For Sale" sign on it with the asking price. I had received several offers but was waiting for a certain potential buyer to get back to me.  I received a notice in the mail from HOA saying that the car was deemed as "Public display of personality or a nuisance" and that if I didn't have the car moved it would be towed within 5 days.  I called them and explained that I was trying to sell the vehicle.  I didn't hear anything back from them or receive another letter. Two weeks have now gone by and I figured that everything was fine.  Now today they came and towed my car and the tow truck driver didn't give me any information or business card.  He didn't have me sign anything.  My question is this: 1. Since it was FOR SALE did they have a right to tow it?
     2. Shouldn't they have provided me with some information on where it was being towed to and have me sign something?
     3. How can they tow it when it was on My property?
Any information/enlightenment would be greatly appreciated!

Sadly, yes they may IF it is in the HOA Bylaws.It just takes one person in the neighborhood to complain, which more than likely happened in your case.  Here, they have to have the person who requested the tow sign the private property tow form. Were you there when the tow truck came to get the car? If so this may change things a little.
 
Is this fair?? Many towers have this problem when a HOA doesn't want them to park their wrecker in their own driveway. We've been through this with a special recovery unit which can help save a life and if needed would need to get to the crash site ASAP.

Just like they can tell homeowners when to cut their grass. Read the bylaws and make sure one of the reasons (exp. tag, the for sale sign ect.) is clearly stated in the HOA rules.

You should have been given the number, name & address of the towing company. Most states require private property tows to be reported to law enforcement within 30 to 60 minutes.

Make sure the towing company charges you the correct rate for a private property tow and not a crash recovery.
