Towing Issues: tow from a private lot, illegal parking, tow company

employee of mine parked in a number spot marked reserved at our place of employment. the person that rents the space from the property owner had the car towed.
her car was towed with our her knowledge.
no signs are posted regarding parking in the space
she had to pay 220.00 cash only to get her car back

this is in Tucson,Arizona
legal?

Below is the revised code of Arizona concerning signs that I have found.

I know it has a few things listed that you mentioned and a few you do not..

But as to the towing without the vehicle owners knowledge, it's kind of hard to go track down the vehicle owner when the person is unknown where or who they are...  And along that line, how far should you go to try and find the vehicle owner, one office room, one floor, one building, one block, one mile.. I think you get the point.

(side note rant here,  I drive a tow truck with a name of the company and a phone number on it, If I park wrong someone always knows how to get ahold of someone to have it moved by calling the number on the truck) Cars do not have that kind of easy answer to the illegal parking problem. Nothing says that it is John's or Mary's car, and gives a number to call to get it moved.  

As to the cash having to be paid that is standard practice in the towing business for redeeming illegally parked vehicles.  After all checks and credit cards can have stop payments put on them, hard to stop payment on cash..
Reason for the cash is that the vehicle owner is mad and as such would stop payment on anything after they got the vehicle back.. After all they did not order the service and as such feel that they should not have to pay anything.

But remember also that the tow company did not park the vehicle in the space violating the rules, they just provide a service to the property owner upon request.

(B) The owner or agent of the owner of the private property shall be deemed to have given consent to unrestricted parking by the general public in any parking area of the private property unless such parking area is posted with signs as prescribed by this subsection which are clearly visible and readable from any point within the parking area and at each entrance. Such signs shall contain, at a minimum, the following:

1. Restrictions on parking.

2. Disposition of vehicles found in violation of the parking restrictions.

3. Maximum cost to the violator, including storage fees and any other charges that could result from the disposition of a vehicle parked in violation of parking restrictions.

4. Telephone number and address where the violator can locate the violator's vehicle.
