Towing Issues: Homeowners Association, lawyers fees, initial issue

I have lived in my Condo for 20 years - where each owner has
one designed covered parking space assigned to them. Since most owners have two vehicles  - they park one in their assigned spot and the other in any of the available uncovered "guest spaces"
The management is now saying they will have any vehicle towed if it is parked for more than a week without being driven because they clam it then becomes long term parking.

Their initial issue was Owners who live here during the Winter - then go back east during the summer and renting out their Condo - The renters then park in the assigned covered parking space and then Owners leave their car parked for 3-4 months in a unassigned space (usually with a car cover over it to protect it from the sun - Arizona)
 I can see where this is an issue that's pretty sticky - but they are now going overboard telling all two car owners that if they want to park one of their vehicles in an unassigned spot - they can - for a day or so... but every few days they have to go out and move it to another space or their car will be towed.
Their is nothing in our CC&R's addressing this - except to say each owner has their own reserve covered space.
This seems to border on insanity.
Obtaining ab attorney (assuming they cannot have the car towed) is not a viable option due to a bare minimum of $10,000   in lawyers fees/court costs.
 First what do you think of the legality of their actions - and second - is there any violation of a criminal nature?

First of all, they make the rules and as such renters - tenants have to follow them..

As I see this, it is a typical snowbird style issue and as such you will not win from the practical point of being in 2 places at one time...

They have the rights to do it, and to remove vehicles which are "long term parked"

I would check with them and see if there is an area where the long term vehicles can be parked and left alone.. IF they do not then check for other places to park like mini storage locations...

I can see, the underlying problem here, (just picking numbers here so do not get wound up)  100 parking spaces, 200 condos...

Remember the people that are subletting the condo, have vehicles also and as such under the terms of rent they would be entitled to 2 spaces also... That means more cars than spaces...
