Towing Issues: VW wont roll in neu to tow, manual tranny, clutch

Old VW won't roll in neutral to tow, have disengaged e brake, what to do?

there are only a few possibilities.
1.  The transmission is not going into neutral.  Check this by pushing in the clutch (manual tranny?) and seeing if the car will roll.

2.  The brakes are locked.  Test this by jacking up the car and seeing if you can spin any of the wheels.  

Once you find which the problem is, then you just have to start fixing things.
