IS IT POSSIBLE TO MOVE OR TOW A 94 CADILLAC SEVILLE WITH ANTI THEFT KEY SYSTEM IF YOU DO NOT HAVE THE KEYS?

no  it can be done. Tow trucks have all sorts of things that will allow it to be done. Dollies and wheel lift tow truck are capable to tow the vehicle.

Go Jacks or skates and a flatbed will do it also..

Guess that ruins your thoughts, as any vehicle can be moved or towed. Sometimes it just takes more time which of course can cost more money...
