Towing Issues: Car towed, state lawmakers, towing companies

I live in an apartment complex and when I arrived home from work someone was in my spot so I pulled in the spot next to it. In the previous month there was a vehicle parked in my spot for 3 days and the manager kept telling me there's nothing we can do there are new laws that took effect this year and we can only tag it. So I figured if I parked in the stall next to mine my car couldn't legally be towed for at least 72 hrs, per management and new laws. Four hours later my car was gone and towed off the property. I even called security and acted like someone was parked in my spot to see where they would direct me and they said they would tag it and its against the law to tow it right away. Is there anything I can do in regards to the new laws and them towing my vehicle? I'm getting the run around and know one wants to take responsibility.

Guessing California here.  

There are way to many changes in the laws there which happened the first of the year, and both police and towing companies are confused as to what is correct procedures for legally towing vehicles.   Property owners and managers are also confused and it just will get worse before it gets better.

Is there anything you can do? well its to late, but you can try talking to your state lawmakers who designed and created this strange law. You can tell them that things are not working like its supposed to.. You can get police, newspapers involved. You can preach to the world that a wrong has been done in light of the laws.

What I am getting at, is that this law is so hard to enforce and be legal with that things like this will happen.  
You as a victim are part of the reason that the laws were changed. But in all cases of laws it starts out with good intentions and gets off track real fast.

Now if they had it right, and there were no real issues with the laws then the property owner could have offending vehicles towed right away... But now the rights of the people who park wrong get better and the people who pay for spaces or park legal get the shaft.

I could give you lots of examples, but its not worth it.
