can you tell me anything about the legalities of private security firms issueing parking citations? and whould a security co that has  a contract with a property owner be considered the agent when it comes to authorizing tows? thank you [san diego cal]

On the issue of the parking citations, I'm really not sure if security firms are legally allowed to write parking tickets and actually charge money. My inclination is that they are not. However, you should ask either the Department of Motor Vehicles, the San Diego Police Department, or an attorney. I do believe that they can be considered the agent for the owner in order to authorize a tow, but the agent has to be present to sign the authorization. I hope this helps you out.
