Answer
OK depending on the state you are in, the tag stays with the vehicle. Some states it goes with you.  Personal property is one where towing companies have a lein on the vehicle and the contents.  But there are always certain things that are allowed to be removed.

Now if you do not want the vehicle, they should accept the title for towing and storage fees within reason.  BUT some companies do try to get more money to cover the fees that they incure and will incure in disposing of the vehicle.

In most states, the fees to tow and store the vehicle are all that can be collected, but some also allow for recovery for the legal paperwork to dispose of the vehicle. It can add up to an extra $ 100 or more in fees.

You can not blame towing companies in trying to recover fees they incure in the performance of the job.

I am sorry that they seemed rude to you, most tow companies are not that way. I would suggest talking to they again, and see what happens.
The whole deal is one of give and take negioation.
