Towing Issues: towing a van, auto transport companies, lancruiser

We are planning to move from Denver, CO to Tacoma
WA. We have 2 vehicles 93 TOY LANCRUISER and 91
TOY PREVIA AWD. We want to use the 93 Cruiser to tow a 91 Previa by using the tow bar instead of a
trailer and disconnecting a Previa drive shafts
rear and front and no load on both vehicles, the
question is how safe and is it legal or illegal by the laws? We are trying to cut down the cost
on this moving we already spent more than $1000
for the freight company. Any advise? and thanks for the help.

well  the drive shafts for the previa if I remember are a bit of a pain to remove, but it can be done.. The transmission would then be disconnected and safe from potential damage.  

But you are going to do the usual I bet in the move, and load the previa with stuff. Now you will have approximetly 3700 pounds empty curb weight..

the landcruiser is 2600 pounds approximetly in weight.  you will be still close to the max tow rating of the landcrusier which is 3500 pounds.  

Tow bar towing is legal in most states as long at its attached correctly and had the required lights and safety chains.   
Is it safe, well Denver in the winter to Tacoma Washington, means crossing a few hills and mountains... Each of them requires extra power going up and extra braking on the way down... That is my concern the weight of the towed vehicle PUSHING YOU DOWN THE HILLS..   For example  try coming though the Eisenhower Tunnel towards Vail with NO BRAKES and try to safely do it.  I think you will be working the landcruiser to much. And I think that you need to look at differant methods of getting the 2 vehicles there.  Another driver sounds real good.  That or getting one of the numerous auto transport companies to move one of the vehicle for you.
