Toyota Repair: Toyota celica

Hi I'm Dan, I've recently bough a Toyota celica vvti 1.8 140bhp year2000 with 84:000 miles. It's seems an all round good car, with no rust and everything seems tight including the gearbox exc:

My problem is when I brake. The brakes make a tapping/ticking noise and sometimes squeak. When this happens the lights dim.... Abs? I should also point out the last owner installed new discs and pads and it didn't help

Hello, when you turn the key to ON do the check engine and the ABS lights turn on, the check engine should stay on , the ABS light should go off after six seconds and both lights should remain off after the engine is started. Do either stay on after that?
