I put a water pump on and I cant get the timing right for it to start

hello, remove the number one spark plug and rotate the engine until the piston is all the way up, at that time the  mark on the crank pulley should be lined up with the zero mark on the crank pulley, the small hole in the camshaft pulley should be straight up and line up with punch mark on the upper cam bearing housing.
