Toyota Repair: Keyless remote problem, power door locks, fcc numbers

QUESTION: Hi, I'm hoping you can help me with my problem. I have a 1999 land cruiser with the keyless entry remote. I'm trying to add a 2nd key remote but the car computer will not enter the programming mode. These are the instructions I'm using. The drivers door is open and unlock and all others are locked. Insert key then pull out. Lock and unlock drivers door 5X within 40 sec then close door and open. Repeat 5X then insert key turn to on then off. Then the power door locks should cycle indicating entry into program mode. I tried this 3 times with no luck. Is the computer bad? What do I need to do to make this work? I would like to have a 2nd key remote that works. Thanks for any help you can give.

ANSWER: Hello, does the replacement remote match the original exactly, look on the back, the FCC numbers must match.

QUESTION: Hi, Yes the remote matches exactly. FCC HYQ1512V with lock/unlock/panic buttons on front. The battery is new and when I push the button the red light comes on. I got the remote key from the dealer for free and they cut the key to match the other. The key will start the car ok. They did not program it for entry because I would not pay the $150.00 charge. So I'm hoping you can help me with this. Thanks.

Ok, here are the factory instructions, maybe you are missing a step or taking too long to get to the next step, please try this and let me know:
1. Start with key out of ignition, drivers door is open all others closed and
   drivers door is unlocked.

2. Insert key into the ignition (Do NOT Turn) and Pull key out.

3. Perform these steps within 40 seconds.
   A. Using the power lock switch on the drivers door, perform 5 lock/unlock cycles
       starting with lock. Use an even pace and try to go about one cycle per second.
       (1Cycle  = 1 lock and 1 unlock).
   B. Close, then open drivers door.

4. Perform these steps within 40 seconds.
   A. Using the power lock switch on the drivers door, perform 5 lock/unlock cycles
       starting with lock. Use an even pace and try to go about one cycle per second.
        (1Cycle  = 1 lock and 1 unlock).
   B. Insert the key in the ignition cylinder.
   C. Turn the ignition to ON (Do NOT Start) then back to OFF.
   D. Remove the key from the ignition.

5. Within 3 seconds the power door locks should cycle automatically indicating successful
   entry into programming mode. Return to step 1 if the locks do not cycle at this point.

6. Perform these steps within 40 seconds.
   A. Press the lock and unlock buttons on the remote simultaneously for 1 second.
   B. Immediately after letting go of the lock and unlock buttons, press the lock button by
       itself and hold for 2 seconds. Within 3 seconds, the door locks should cycle once
       indicating successful programming. If the door locks do not cycle, or cycle twice.
       repeat steps A and B in step 6 as your remote has not been accepted.
   C. Repeat steps A and B in step 6 for each new remote.

7. Close drivers door.
I have run into this before where the remote just would not program using this method using the diagnostic tool did work so if unsuccessful you may have to have the dealer do this or a shop that has the ability to do this.
