Toyota Repair: fuel injectors not spraying, noid light, efi systems

Ted,i have a 1986 toyota pickup with a 22re in it I completely rebuilt it, I had it running it was hard starting but it ran ok, then it progressed to no start at all, I have tested the AFM, cold start time injector, temp sender, TPS, I have tested I think about everything there is to test, I have spark, it did have a code which was no RPM signal, I have switched the distributor and the coil and ignitor, I have put on brand new fuel injectors, I have tried starting it since I  replaced the coil and distributor and checked for codes again there are no codes I can spray gas in the intake and it will run for a few seconds, is the IGF and NE signals the only thing that can keep the injectors from working? I have had the fuel rail out with the injectors in it and turned it over and no gas comes out of the injectors.  I have also tested the fuel pressure. I have exhausted everything I can think of doing, can you offer any suggestions

Hello, I just need you to verify a couple of things next, first with the key on is there steady voltage to ecah injector to one of the two wires on the connector? It should be close to battery voltage, if so check for injector pulse, the best way to do that is with a small plug in test light that fits into the injector connector, also called a noid light, they are avalaible at most autoparts stores, plug the light in and crank the engine over, the light should flash. You may also be able to use a 12volt testlight but some of the early EFI systems used injector resistors which dropped the voltage to about eight volts so a regular test light may not work.Let me know the results.
