Toyota Repair: Antenna on 2003 Sequoia, inner fender, toyota service

Hi Ted,
my antenna  on  this  03 Sequoia went  "kaput"
It is  stuck  in the middle,  will not go up, will not come down.  For a while I  heard like  a cranking  sound,  but not anymore. It's just sticking out  halfway.  Toyota Service  wants appr. $300 to repair.  Could I  possibly  fix it  with my  moderate mechanical/technical   knowledge?  I would sure  love to save money.

The antenna itself is about $140 at the dealer for the complete antenna, the antenna can be removed by removing part of the inner fender liner, remove the chrome nut on the mast and the 10mm bolt on the inside of the fender bracket, the hard part is to get the radio out  because the antenna lead doesn't disconnect from the antenna motor so you would have to cut the old lead at the fender and tie it to the new lead to pull it through the sheet metal, once the lead is inside the compartment you can route it anyway you can to get it to plug into the back of the radio.
