Toyota Repair: 1990 Toyota Celica GT Fluxuating throttle, coolant level, toyota celica

When my Celica is in neutral, it will continuously throttle up and down. I never use my AC, but when I turn it on it idles really high. When I turn it back off, it goes back to fluctuating. What is wrong?

This may be cuased by air trapped in the cooling system, check the coolant level and the reservoir bottle, check for overheating, and let me know if the check engine light turns on while driving. Another reason may be that the throttle body has a lot of carbon inside and cleaning it may also help.
