Toyota Repair: celica high idle, vacuum leak, vacuum hose

QUESTION: when i turn on my 93 celica gt 5 speed the cooling fan comes on before i even start the car whether its cold or hot and it never goes off, it also idles around 1200 constantly. can you help me with this issue

ANSWER: It sounds like the cooling fan temp sensor is either disconnected or it's malfunctioning. It's located on the bottom of the radiator and has an electrical connector on it, make sure the connector is on and not damaged if that's ok replace the temp sensor.

QUESTION: my 93 celica gt idles between 1000 and 1200 isn't this to high? it has new plugs, wires, cap and rotor and air filter, i found one vacuum leak, no others that i can find. any idea what else could cause this?

Yes that is too high, check the throttle cable and make sure it's not hanging up, it may help to clean the inside of the throttle body, check the small vacuum hose coming off the throttle body to a vacuum diaphragm if the hose is not connected the throttle won't close when the engine is running.
