Toyota Repair: 1991 totota celica st, stock air filter, vacuum hoses


Question
I have a 91 St celica and it has a problem with exceptionally high idle. When it initially starts, it goes to about 2200 and will only drop slightly when warm. I have checked the throttle cable and vacuum hoses and they are ok. Also, when i bought it, it had a cone style intake system (like K + N) on it, the emissions hose (I think) the metal hose coming up by the firewall has no vacuum line attached to it and there is nowhere to put it on the aftermarket intake. So basically im asking if that matters, and where i go next for my high idle?

The hose is probably a vent hose for the tank evap recovery system and is usually connected to the stock air filter housing, check the throttle body there is a small vacuum hose that goes to a dashpot that is supposed to close the throttle all the way when the engine is running.
