Toyota Repair: 93 Tercel running rich but no error code, airflow meter, intake tubes

Hi, I have a 1993 Tercel with the 1.5L 3E-E motor, auto transmission and 125K miles on it, I had just completely rebuilt the motor, the problem I’m having is that the car smell like it’s running rich all the time but the check engine light is not on and when I try to pull the code all I get is a continues blink with no pulse in between, is this normal or is the ECU malfunctioning.  I checked the vacuum at the intake and see the gauge fluctuating between 22 to 22 ⅟2 in, at idle not sure what that indicates. Do you have any suggestions on what else I can check this car is driving me crazy, Thanks for your help.

The continous blinking means there is no trouble codes in the computer. The vacuum reading is good so there is no vacuum leak but there could be a leak before the throttle body, check the intake tubes hoses etc, make sure the EGR valve is closing all the way, not sticking partially open, try to eliminate the cold start injector as the problem, remove it and block the intake opening. Make sure the airflow meter door doesn't stick and that it closes all the way,if the idle seems erratic recheck the cam timing.
