Toyota Repair: fuses for 94 camry+realys, fuel pump relay, tow truck driver

QUESTION: Do you know what that yellow stuff is around where the relay suppose to go?  Does it denote no plugin there?  Also my radios volume cuts out from now and then, do you know what it may be?  Also is there suppose to be a fuel pump relay under the hood in the fuse box?  The car was impounded so i don't really know if someone took a whole bunch of fuses out, Where it says radio on the fork type fuse, the regular size fuses dont fit 1" ones, do you know if theres suppose to be a radio fuse under the hood, there is one on the drivers side and it' s good.

ANSWER: There is only one radio fuse on the inside, it sounds like someone removed some relays and fuses, maybe the tow truck driver,the fuel pump relay is not under the hood, it's on the inside, it sounds like the engine main relay may have been removed, are you able to upload a photo so I can check it against the wiring diagram. If you need help doing so let me know.

QUESTION: Will send the 2nd picture of the other fuse box after this one.

ANSWER: Ihave looked at both pictures thank you, now I just need to know if this is a 4cylinder or V-6, automatic or manual transmission and is it a californai certified or federal emission car, you can find this information on the label under the hood.

QUESTION: 1994 , V6  (IMZ-FE Engine.) Automatic. california is where it was bought / purchased brand new in 1994, it's a japanease model, 1 engine swap possibly w/ 94 lexus es back 2-3 years ago about 95k mi. Smogged just recently and passed by Nevada, where the car is currently. The engine swap was done in California by an engine from TAP (toyota auto parts) i beleive (lexus or camry)?

Answer
In the relay block near the battery (2nd photo) there are two relays missing, the engine main relay and the cooling fan relay, looking at the photo the eng main relay would go in the socket near the battery and the fan relay next to the brown relay. The smaller relay block houses the daytime running light relay and a/c relays which are not involved in starting the engine.
