Toyota Repair: 99 Camry accellerator sticks, accelerator pedal, autoparts store

Question
Sometimes when my foot is off the accelerator pedal, and then I try to press it down, the accelerator feels stuck and won't move.  It eventually always releases and moves, but it seems to be hung on something.  It's never happened with the accelerator partially pressed down.  It only happens when the accelerator pedal is being pressed down after I have taken my foot off the pedal.  Most of the time when it happens it is when I'm trying to accelerate from a complete stop.  I've disconnected all of the various cables that run between the accelerator pedal and the intake, and I have lubricated them multiple times, and I have lubricated all of the various connections in between, but it still happens.  It doesn't seem to be getting progressively worse nor is it getting any better.  Most of the time when the accelerator is being pressed it doesn't happen, but it happens often enough that I notice it almost every time I drive the car.  It does not appear to be sticking within the pedal itself, but is getting hung somewhere in the cabling between the pedal and the intake, or within the intake, or perhaps within the cabling that connects down to the transmission.

Thanks in advance for your help.  You've helped with diagnosing and fixing problems before with my two Toyotas.

Answer
The problem is carbon inside the throttle body, there is an easy fix for this, pick up a can of spray air intake cleaner and a brush at the autoparts store, remove large air hose from the throttle body and block the throttle wide open, proceed to clean the inside using the spray cleaner and the brush to clean out the deposits, when the body bore and the plate are clean the throttle wil work without sticking.
