Toyota Repair: headlight wont turn on, toyota corolla, fuse box

my toyota corolla o5 headlight wont turn on but my bright light is working. Is it the fuse? what are the causes why my headlight wont turn on?

Each headlight has two fuses under the hood in the fuse box, one for low beam and one for high beam per side. I doubt if both fuses are blown, it may be that both bulbs are bad or the headlight relay could be the cause, there are several relays that are the same , temporarely switch the headlight relay with another one and see if the lights work, if not replace either side bulb and see what happens if it works replace the other one as well.
