Toyota Repair: 90 toyota p-up v-6 code 14, lab scope, signal voltage

90 toyota p-up v-6 code 14. I checked IGf signal with lab scope at ignitor KOEO connector unhooked from ignitor and i get a pulsating voltage. My question is, is the ecm suppose to supply the IGF wire w/ a full time volage and look for a ground interruption when it gets fire?

The factory service manual does not give a specific test procedure for measuring IGf voltage only for IGt. The IGf signal voltage comes from the igniter after the IGt signal so it is dependent on the IGt signal which the computer gets first,once it has both IGt and IGf it starts to let the injectors work.
