Toyota Repair: Electrical Problem/Questions, toyota avalon, dash lights

Hi Ted,
Last night I tried to turn my 1997 Toyota Avalon on, but it wouldn't turn over
and the dash lights and the small orange lights in the front started blinking
erratically, even when I pulled the key out of the ignition.  I replaced the
battery today (which the parts store told me wouldn't hold a charge), but as
soon as I connected the cables to the posts, the dash lights, courtesy lights,
front orange lights, etc. began blinking erratically again.  I can also hear a
ticking as if the turn signals are on (which they're not).  Have you heard of
anything like this before?  Can you give me some step-by-step instructions
on what to check (i.e. fuses, relays, wiring, etc.)?  Also, do I need a ammeter
or voltmeter or anything like that?  Thank you so much for your time and
help.  You are sincerely appreciated!  :)

There is most likely an aftermarket alarm system that was activated when the battery was disconnected, there are a couple of things that can be tried to get it to disarm.
Disconnect the negative baterry cable
turn the key to the on position
leave the door open
reconnect the battery
if this doesn't work see if there is a small red LED in the left of the dash or a bracket with an LED mounted to the bottom of the dash, let me know what happens.
