Toyota Repair: Smell Gas and have spark, side fender, fuse panel

I recently purchased a 1991 4runner with a blown engine. I purchased a complete rebuilt long block from a local engine house. with a 7 year warranty. before i removed the old engine i started it for a second, just to see if it would run.... Well i have now put the engine in and plugged everything up. But i now have a problem.
     I have spark at the plug, but i am smelling a large amount of gas vapor when trying to start the vehicle. There is no evidence of gas on manifold or sides of engine, or the ground???
The vehicle will not catch spark at all, will not hick up, or backfire. I have tried to re set TDC on #1 cylinder, and am pretty sure i nailed it dead on. I have been thinking injectors or seals because they where not replaced at time of engine install. probably the worst thing i could of done..... any ideas.
Oh when i turn the key to active position (first click) there are a series of clicks that happen at the fuse panel under the hood, this panel is on the passenger side fender well.

Cold start injector could be stuck open.
Did you label the injector wires to ensure you put them back in the right place?
When you set TDC on #1 cylinder, how did you do it?

This info will help me better troubleshoot your problem.
