Toyota Repair: 1993 Previa Cruise Control Problem, jumper wire, cruise control

Ted, regarding my 1992 Previa Cruise control problem, I check the brake lights and found one burned out.  I replaced the bulb, but the cruise control still only flashes 5 times when I try to set it.  I checked the cruise control fault code as you recommended.  However, it doesn't seem to flash a fault code.  I connected a jumper wire from E1 to TC and turned on ignition.  Then I pressed and held the ACCEL switch and then pressed the Cruise ON/OFF switch.  The "CRUISE" light on the dash continuously flashed rapidly the entire time the ignition was on, whether I pressed the cruise buttons, or not.  Is there a step I am missing?

Try doing this with the jumper wire between tc and e1 the key on and the c/c switch on. Please note the following: (a) If while driving with the cruise control on, the
system is canceled by a malfunction in either the
actuator, speed sensor or speed control switch cir−
cuit, the cruise control indicator light ”CRUISE” will
blink 5 times.
(b) While stopped, connect terminals 3 and 15 of the
data link connector 1.
HINT: If the ignition switch is turned off, the diagnostic
trouble code will be erased from the computer memory.
(c) Read the diagnostic trouble code on the indicator
light ”CRUISE”.
