My 1991 camry's head lights work and brake lights work however, the tail lights will not work when the headlights are on as well as the light for the odometer, ashtray, glove box and cig lighter.  i have found that there is no power getting to 2 fuses.  could this be a tail light relay and if so where is it located?

There is one tail light relay under the hood in the fuse box, there is also a lamp failure relay in the trunk behind the carpeting on the left, it's more common for this one to cause problems, remove it and open the cover to see if it's burned, another common problem is the wiring on the left trunk hinge, the wires can break inside the harness so the insulation should be cut open and the wires inspected and checked for any broken wires. Check these wires all the way into the trunk.
