Toyota Repair: my radiator fan, power steering pump, radiator fan

hello ted i hope u had a great Christmas.. i have a 1992 Toyota camry XLE it has the V6 3.0 engine my car is overheating we changed the water pump, the thermostat i need to know is my radiator fan could be problem? my question is how does the radiator fan work? be cause its not electric? the fan is turning but not as fast as one thinks, also my heat isn't working i have 2 heating cords one heats up and the other stays cool when both should be heating so what do u think the problem could be?

It uses hydraulic pressure from the power steering pump to move the fan, there is a pressure solenoid on top of the power steering pump with an electrical connector on it, this solenoid receives input from the cooling fan ECU, in most cases the solenoid wire gets disconnected somehow so make sure it's connected.
