Toyota Repair: 99 Toyota Avalon, computer diagnosis, toyota avalon

I really hope you can help me! Local mechanics have given up on this one. I have a 99 avalon xls with around 167,000 miles. At around 75-80,000 miles, the abs light turned on and the trac off light started flashing and havent stopped/turned off since. We took it to a dealership, and they said that the abs actuator pump has no codes stored, so they recommended a $1300 repair to put a new one in and "continue diagnosis." I bought a used one off line and put it in last night, turned the key on with all the hope and happiness I could muster to a .... blinking trac off light and an illuminated abs light! So I took it to TUNEX a local mechanic stop here in town and they ran their computer diagnosis tool on it and said that there arent any codes at all stored. His manager asked him questions about his thoroughness in searching the different areas for codes in the computer and the tech said that there is nothing in there. They sent me off without a bill and said to try coming in a a few days and maybe these magical codes might appear. Since this is the same problem as with the old actuator I wonder if it is something else. Could it be a faulty relay from the "abs" box mounted at the front of the engine bay? I am completely clueless and so are those whom are much more competant than I. Hope you can help! Thanks for your time anyway, were just praying to track this bugger down and fix it.

I find it hard to believe that there are no diagnostic trouble codes with the abs light on, can you try to have the toyota dealer diagnose this? I have no where to go without having some trouble code numbers, when they do find some you can post a follow up and I may be able to help then.
