Toyota Repair: mil light does not light when key turned on, fuse box, test light

Question
Mil light does not light when key turned on and engine will not start,cranks but no spark...  install fixture to read out OBC codes MIL light comes on when key turned and car will start and run (also no codes stored from ECM ) Unplug fixture car engine stops..

Vehicle is Rav4 1999 4 wheel drive 4 cylinder

Check all the fuses under the hood in the fuse box as well as the fuses inside at the lower left of the dash, check them with the key on and with a test light if possible, check both contacts for each fuse, there should be battery voltage to both sides of all involved fuses, some of them will not show any voltage to either side, this is ok, what your'e looking for is a fuse that only has voltage to one side.
