Toyota Repair: EC 0401 97 camary 2.2, egr valve, vacuum gauge

I am getting EC p0401 EGR valve is functioning put a vacuum gauge on the vacuum line going to EGR valve it is idling at 0 vacuum  and at normal running has 5 to 10 lbs vacuum and accelerating running 15 to 20 vacuum what else could cause this code all seems to be functioning correctly

The most common cause for this code on this model camry is that the EGR modulator valve is leaking, it's located on the egr valve with a metal spring connector, the other is the EGR vacuum switching valve, I would recommend replacing them both, the VSV is located under the intake chamber near the firewall bolted to the engine block.
