Toyota Repair: Cruise Control, rubber grommet, toyota landcruiser

QUESTION: I have a 1991 Toyota Landcruiser that I purchased about a year ago.  The cruise control has never worked.  It has the A440 transmission, and the 4.0 liter 3FE engine.  The green "Cruise" light will come on, on the dash, but I cannot get it to set.  I have scoured my repair manual, but it gives a part of a page that tells me how to check the codes.  I have checked to see if any codes come up, but nothing does.  Frustrating that it tells me nothing is wrong, but it still won't work.  I looked through tons of questions and answers on this website, and others.  Both the brake lights are in fine working order, and the brake light is not on.  (Had that problem with a Celica a few years back.)  I have pulled the cruise control actuator motor and gingerly dismantled it, and it appears to be fine.  I have traced the throttle cables and even adjusted one according to the manual.  Still nothing.  I have two possible leads, and could use your help.  The electric antennae has been replaced with a cheap generic one that has no electrical leads, so the connector for the original is just hanging there, unused.  It is close to the cruise control actuator motor.  The other possible lead, is that I spent quite a bit of time a month or so ago getting the passenger side brake light to function.  There was a wire to it that had rubbed itself in half because of some nit-whit that had tinkered with it previously and had dislodged the rubber grommet from the body where the wires go through.  The brake light works fine now, and I used an in-line crimp connector to repair it.  (The heat shrinkable water resistant kind.  Why not the dollar store had a smokin' deal on them.)  
         I don't know how to check and see if the actuator is getting power while I'm driving and trying to set the cc, or if that is even where I need to go next.  



ANSWER: Locate the diagnostic check connector under the hood and with the key on place a jumper wire between the terminals TC and E1, see if the cruise control light starts flashing, it may flash a combination of two numbers, for instance a flash of one followed by two is a code 12 and so on let me know if there are codes, there may be more than one.

QUESTION: No, no codes come up.  I had already preformed this.  This light blinks at 4 flashed per second  forever.   I checked and rechecked.

Answer
When the actuator or any of the other components fail it will set a trouble code in the system, in this case it may very well take replacement of the cruise control computer, if you are absolotely sure that the brake lights are all coming on bright even with the tail lights on.
