Toyota Repair: seized ignition lock cylinder 1995 toyota corolla dx, toyota corolla, tilt steering

How do I free the ignition lock cylinder on 1995 toyota corolla dx, tilt steering...cylinder is in lock position, steering wheel is locked and key can be put in and removed but the cylinder will not turn to start engine?

You have to be able to put the key in the ACC position to release the lock pin that holds the cylinder into the housing, the lock pin is in a small opening on the bottom of the housing, if the key can't be turned try to have a new key made using the VIN#, the dealer can make a new key using this number, if it still can't be turned then the only other alternative is to drill the cylinder out.
