i want to put rod bearings in my mothers camry. i can see rod 1 and rod 4 but the other rods are covered by what seems to a counter balance.can i remove this device or is it in time with the cam. what row of bolts do i remove to remove this part. thank you

Yes this is a counterbalancer. Remove only the outer 10mm bolts, not the smaller 8mm bolts, there are steel shims so mark them when removing the balncer and install back in the same place, make sure the engine is at top dead center on the #1 piston then mark the balancer gears with a paint mark, before reinstalling the balancer make sure again that the engine is at #1 TDC and reinstall the balancer with the paint marks aligned.
