Toyota Repair: 91 toyota celica-no working fan or headlights, toyota celica gt, toyota technician

there is a 91 toyota celica (gt convertable) that I'm looking at, the current owner thinks it may have electrical problems because the headlights and the fan won't come on at all.  The engine was replaced not long ago.  Does this sound like an electrical problem?  how difficult is it to assess this and fix it?  thanks for your time

Yes it does sound like an electrical problem,a good toyota technician should be able to figure this out in a couple of hours,depending on what the problem is it may be simple or it can be complicated costing a few thousand dollars, I think the seller doesn't "think" there is an electrical problem, I think he knows there is a major problem and maybe that's why they're selling it,just my opinion.
