Toyota Repair: radio and most panel lights not working they have been burning out over time., phillips screws, fuse panel

How do I fix them and how can I remove the dashboard to access them? where can I get replacements?

Answer
Depending on what year/model it is most of the time the bulbs are located directly below the panels which can be easily removed, most of them just pull off, they are held on with plastic clips, some have small phillips screws, the radio has it's own light built in, since all of those lights have a common fuse have you tried checking for burned fuses, especially the "gauge" fuse which should be located on the inside in the fuse panel, the lights in the instrument cluster behind the speedo/tach and the gauges all have individual bulbs located on the back of the cluster, the instrument cluster may have a trim piece in front, there are two phillips screws at the top, after the trim piece is removed there are four screws that hold the cluster in, the cluster can be pulled foreward so that the electrical connectors can be removed, the bulbs sre located on the back of the circuit board, you can get exact replacement bulbs from the toyota dealer.
