Toyota Repair: OBD error code 0420, negative battery cable, smog inspection

Question
I have a 2003 4- cylinder Toyota Camry. My engine light recently came on and wouldn't you know i also have to get a smog inspection. The inspection center informed me that the vehicle will not pass inspection because of error code 0420, Cat efficiency below threshold (bank 1). My question is, can i have the light reset so i can pass the inspection then go out and have the problem repaired? Can you give me some advise on what i can do to fix the problem?

Answer
It depends on the degree of inefficiency of the cat, you can clear the check engine light by removing the EFI fuse under the hood and after ten seconds put it back or disconnecting the negative battery cable for a few seconds, this way it won't fail because the light is on but it doesn't mean it will pass the emission control limits, it may be worth a try, you may squeeze by. Do this just before going to the test station, the cat performance is monitored by the computer but it may take a while for it to see a problem.
