Toyota Repair: high idle for 1994 Toyota paseo, intake hoses, vacuum valve

My fathers paseo has a high idle (1300).  I've tried adjusting the screws and have turned them as far as they would go already, and i've only got them to go down to about 1050.  What else could I do to lower them?

The idle is not adjustable, it's controlled by the auxillary air valcve located on the throttle body which receives input from the computer. First check for any hoses that may have come off the intake system, check for loos or cracked vacuum hoses, check the air intake hoses from the throttle body to the air filter, if nothing obvious can be found it may be necessary to replace the air valve and at the same time cleaning the throttle body. Check the throttle cable and make sure it's not adjusted too tight which will not let the throttle plate close all the way. Check the small vacuum hose on the small vacuum valve on the throttle body, make sure it's connected.
