I wanted to see if my 1993 4Runner would qualify under toyota's head gasket

You need to call your local Toyota dealership and ask for the
service department, the service rep can answer that. Most of those
special service corrections are limited to maximum miles and years.
For example on 1997 through 2001 Camry's there is an issue and the vehicle must be less than 14 years old and under 150k miles.
