Toyota Repair: Toyota camry 1999 Timing Belt and/or water pump., camry 1999, mechanic friend

So as of right now i cannot start my Toyota camry 1999. I was turning onto the back road behind my house. i came to a stop at the stop sign, then as i was turning my car just shut off completely. i had absolutely no problem wit earlier in the day. so after it turned off i tried starting it again and it would make noise but not start. after about 10 min in the middle of the street someone came to help me push it to the side of the road. they also noticed my car was just gushing out from the bottom. just dripping with no stop. after getting it back to my house. i had my uncle and his mechanic friend look at it and they think it's the water pump and/or the timing belt. there was absolutely no antifreeze in the radiator or anything. so do you think it is the water pump or the timing belt and how much would it cost to repair it?
