I disconnected the negative battery cable and then reconnected it and nothing works

I need more info than that !! Why did you disconnect it?
When you say disconnect it, what do you mean? Do the lights work?
First of all disconnect it again, clean the post and clamp!
spread it apart and put it down far enough so it fits well
when you tighten it up. Make sure the cable itself is connected
good to the clamp. If it still doesn't work check all the fuses.
Toyota has 50 and 100 amp fuses to protect the system. If one of those are blown, nothing will work.
