Toyota Repair: 1998 Toyota Rav4 Brake Lights, toyota rav4, electrical circuit

Both brake lights went out, but the small brake light at top of rear window works.  I checked the fuse and it has good continuity but I changed it anyway just to make sure. Did nothing.  I then changed the bulb and still nothing.  Any ideas?

Make sure that you replaced the right bulbs, since the center light still works it means that the electrical circuit to the rear is good, it has seperate bulbs for the brake and tail lights, if the tail lights work have someone depress the brake pedal to locate the brake bulbs that are not working.
