Toyota Repair: daytime running lights, daytime running light, blown fuses

2001 toyota corolla if i start car daytime running light are suppose to come on but they dont only if i turn lights on and then turn brights on they come on. when i turn the car off they stay on. could it be the multifunction switch. have checked all relays.

Possibly the switch but also check the connectors that are on the relay block in the lower left of the dash where all the fuses are, check the wires carefully for any burned wires or blown fuses, repair any wires that look like they have been overheated.
