Toyota Repair: rav4 fill-up problem, filler tube, fuel additive

Question
Whenever i go to fill-up my '97 rav4,the auto shut-off at the pump turns off
early.I have to act as if iam trying to top off the tank as the gas pump will act as
if the tank is full. I can add at least 5 more gallons to the tank.This will happen
at any gas station and will always happen.Thanks.Am learning a lot from your
column

Most of the time this is because something fell into the filler pipe, if any fuel additive was added recently the small cardboard cover on the bottle may have fallen into the pipe, th efuel filler tube should be removed from the tank for inspection of a foreign object that may be in there.
