Toyota Repair: 93 Camry Problems, air control valves, air control valve

My car idles around 600-800 rpms and hesitates when given gas. I took off the hose that goes into the TB (I think it's the TB) and covered it with my hand and the car went dead, almost immediately. I wanted to ck for the vacuum pressure and it seems to be working properly. It appears once I reach a certain speed, like 30 or 40mph, it settles down and it does not hesitate anymore (at least I think). I haven't taken it to the freeway 'cause I'm afraid it'll die on me on the freeway. Driving at a lower speed it hesitates. Also if I stop at a traffic light the car wants to keep going. I have to press the brakes really hard or else the car will force itself forward. My brake oil compartment is low on oil and I usually have to add more every 4-6 months. The car has about 220k miles, but then again, it's a Toyota. It also has a loud clinking noise on the wheels when I turn left and/or right. The car runs fine (it may sound funny, but other then these issues...). Please help me find solutions to my problems. I have taken my other car to 3 different mechanics with different problems and they all told me different things. The third mechanic was able to fix it for $400, but all other mechanics made me waste an extra $200 for nothing, as well as time. I do not want to waste money and time going to different mechanics and not finding a solution. Please!!! Help!!!

The noise when turning is most likely caused by worn CV joints which means the front axle shafts should be replaced. You said" the third mechanic fixed it for $400" what did he fix, what was replaced? Camrys have lots of problems with the idle air control valves which can cause erratic idling and hesitations so if the idle air control valve has never been replaced I would recommend doing so.
