Toyota Repair: 91 celica intermitent starting fault, negative battery cable, intermitent

QUESTION: hi my 91 celica has a intermitent starting fault where on occasion  i can turn the key to start it and it wont start, i can here the starter click but it wont start. it can take up to 15 turns of key before it starts sometimes then other times it starts first time. the starter and battery are new and there is no imoboliser. ive checked the erorr codes and im getting code 14 can you please help? thanks antony

ANSWER: Before I go into looking up the 14 code I need to know only one thing: Does the engine turn over with the starter and not fire up, or does the engine just make the click noise and not even turn over?

QUESTION: hi it makes the click but doesnt turn over. it did it again today and took 9 turns of the key before it started. then later today started first time. confusing!

It does sound like the starter needs to be replaced, the code 14 is actually a signal loss from the distributor to the ECU, it loses the IGF signal which is the signal from the distributor to the ECU that tells it that there is ignition and so the computer turns the fuel injectors on, if this signal is lost the engine may turn over but not fire up but if the starter only clicks and it takes repeated attempts of doing so then the starter should be replaced, then clear the code by disconnecting the negative battery cable and see if it stays gone or comes back.
