Toyota Repair: 95 Pickup wont start, fuse panel, ohmeter

I've been working on a 95 Toyota pickup for a friend trying to get it to run.  I think it won't start due to the check engine light not on.  The light has never come on when the key is cycled.  I've checked all the fuses and came up with nothing.  The bulb has 12v on both sides of the circuit board.  The computer is known to be good. What would be my next step to get this thing out of my garage?

The bulgb should show 12 volts on one side and ground on the other, go to the diagnostic check connector under the hood and open the cover, check the voltage at the TE1 terminal, it should be battery voltage,check the E1 terminal with an ohmeter to the negative side of the battery or to any body ground, there should be less than 1ohm resistance,this is normal, next check all the fuses under the hood and also inside in the fuse panel. Let me know what the terminal readings of the check connector are and we'll go from there.
