Toyota Repair: Sienna Seat Belt Replacement Worries, bolt torque specs, northern virginia area

Hi,

I have a 2004 Toyota Sienna.  The passenger side rear captain’s chair seatbelt is starting to fray and does not retract very well anymore.  My daughter uses this belt, so I would like to get it replaced under warranty.  However, I am very nervous about this being done properly because it is a safety concern for my child.  I have had a bad experience in the past with bolts being stripped and a wheel almost falling off as a result, so I worry that the bolts could be stripped on the seatbelt or not tightened properly.  I have a few questions about the work:

1. Is there a specific torque that the bolts have to be tightened to and will the mechanic know this?  The last time I had a seat belt replaced (on a Highlander) the mechanic said there were no specs on such things and just tightened it snug.  I never really trusted that it was right after that because it was hard to imagine there wouldn’t be a specification.
2. The seatbelt retracts into the captain’s chair.  Will the whole chair need to be removed and taken apart to replace it?
3. Should I be concerned about this being done right, or is this straightforward from a mechanic’s perspective?  Do most mechanics do a lot of these?

I live in the Northern Virginia area.  If you happen to know of someone particularly good in my area I would love to know.  Thanks in advance for your help!

The factory warranty period for seat belts is 5yrs/60,000 miles,we normally don't look up bolt torque specs for seatbelts, we just tighten them, you can request the toyota dealer to check for these specs, the seat will have to be taken apart, in most cases this part of the job is sublet to an uphostery shop.
