Toyota Repair: Both Brake Lights Went Out, brake light switch, bulbs

Question
Is this a circuit problem or a bulb problem?

How do I trouble shoot and fix.

The first step is to check the bulbs, if it has a center mounted stop light does it work? If so, it's possible that the other bulbs are just burned out, if not and none of the brake lights work check all the bulbs anyway and if they are good it may be a bad brake light switch.
