Toyota Repair: Starter problem on 1993 Toyota Pickup, jumper wire, starter problem

I have a 4 cyl, 1993, 4wd Toyota pickup.  On occasion it won't start - the starter won't even crank the engine.  After a number of tries it eventually turns the engine and the engine starts.  The battery appears to be in good shape and the lights are bright.
Other posts mention hearing a click but the starter doesn't engage.  I don't even hear a click - turn the key fully to start and nothing happens.  I've tried using the "clutch start cancel" but it doesn't make any difference.  After a number of tries (so far) it will work.  The starter turns and sounds healthy.  Might this be a short circuit?  I'm at a loss, any help would be appreciated.

Disconnect the small solenoid connector at the starter and then place a jumper wire between the solenoid and the positive post on the battery "MAKE SURE IT IS OUT OF GEAR AND THE IGNITION OFF", If it still doesn't crank the engine over replace the starter.
