Toyota Repair: sequoia brakes, warranty period, tundras

First, thanks for your time.  I bought a 2002 Sequoia with 65k.  The entire vehicle shuddered when the brakes were applied firmly.  Turned all rotors, all new pads (toyota), problem solved - for a while.  The vehicle now has 110k and the shuddering has progressively gotten to the point of annoying all of us severely.  I just put on all new rotors and pads ( EBC brand ) and within 2 weeks the shuddering has returned.  Under 45 mph, no problems, above 45 mph, it will mix concrete.  I have read lots of complaints about this on the web.  My local dealership says "we have never heard of that problem" what a surprise.

Is there a solution?  Thanks for your time.

This used to be a very common problem on sequoias and tundras, toyota even issued a service bulletin that was a permanent solution(TSB BR005-02)to the problem. The warranty period was for 3yrs/36,000 miles. I can send a copy of the bulletin to you but I will need an email address.
